Billy Boylston

Billy Boylston serves as the chief advocacy officer for the Carolinas Credit Union League, leading the League’s comprehensive advocacy vision and long-term organizational strategy. Since joining the League in 2013, Billy has played a central role in advancing state and federal priorities for credit unions across the Carolinas, drawing on deep political and legislative experience and more than a decade of advocacy leadership.

A South Carolina native, Billy is driven by a steadfast commitment to ensuring credit unions have a powerful, unified voice in the political and regulatory landscape. In his role, he oversees legislative, regulatory, grassroots, and public-facing advocacy efforts in both North and South Carolina. His leadership has strengthened relationships with lawmakers, expanded credit union influence at both state capitols and in Washington, D.C., and elevated the League’s strategic impact.

Under Billy’s leadership, CCUL has strengthened its advocacy impact across the Carolinas. He has grown political giving, increased credit union engagement in the electoral process, and advanced proactive legislative agendas in both state capitals. He has also led the expansion of the advocacy team, adding enhanced state-level lobbying roles and a dedicated federal affairs position to bolster the League’s presence at every level of government.

Billy’s background in politics includes service on Capitol Hill with Congressman Ted Poe (R‑TX‑02), work with candidate and Congressman Jeff Duncan (R‑SC‑03), participation in the Republican National Convention in Tampa, and involvement in the Romney/Ryan campaign. As the League’s lobbyist at the South Carolina General Assembly, he has coordinated federal legislative efforts across both states and played key roles in major state charter updates in 2018 and 2020, as well as the successful opposition to proposed IRS reporting changes in 2022.

At the national level, Billy contributes to shaping credit union advocacy priorities through his work on the American Association of Credit Union Leagues (AACUL) Legislative Strategy Work Group and America’s Credit Unions Advocacy Policy Committee.

Billy is a graduate of the League’s Leadership Development Institute (LDI) and a participant in Leadership South Carolina. His personal drive, strategic insight, and unwavering belief in the credit union mission continue to fuel his leadership and the League’s work to strengthen the movement throughout the Carolinas.
